Singapore drafts genAI governance framework

Singapore’s Infocomm Media Development Authority (IMDA) and AI Verify Foundation (AIVF) have launched a draft governance framework for generative AI (genAI). The move comes after the two entities announced the launch of an evaluation sandbox late last year.

According to the framework, decisions made by AI should be explainable, transparent, and fair. It also provides practical guidance for developers and policymakers on their initial steps.

GenAI tools, which include OpenAI’s ChatGPT and Google’s Gemini, face risks such as misuse, manipulation, and bias. This framework is based on Singapore’s existing Model Governance Framework for Traditional AI, which was last updated in 2020, according to a statement.

The framework covers nine aspects, including internal governance, human involvement, and model development and testing.

In addition, the guidelines are also consistent with internationally recognized AI frameworks – such as those from the European Union, the Organisation for Economic Co-operation and Development, and the National Institute of Standards and Technology – as it also aims to encourage global dialogue and cooperation.

IMDA and AIVF are open to public feedback – from both Singapore as well as internationally – until March 15.

The development comes as Singapore has taken decisive steps to advance its AI goals. Last month, the city-state revised its national AI strategy and committed S$70 million (US$52 million) to build Southeast Asia’s first large language model for the region’s languages.
