This video is presumably a trial run for the hundreds of Pikachu that will descend upon Yokohama’s Minato Mirai area this weekend.

From today up until August 17, a total of 1,000 Pikachu are expected to congregate in approximately seven different locations in Minato Mirai.
The Pikachu Outbreak event will see a rash of Pikachu-themed activities as well, including giveaways of exclusive presents like Pikachu sun visors, Pikachu trading card game cards, and a special blue Pikachu Rookie Pokemon Tretta coin. There will also be a digital distribution of a Pikachu for Pokemon X and Pokemon Y. This little critter will bear the original trainer mark “Minatomirai”.
Boats, ferris wheels, and even seaside cottages will be decked out in Pikachu decorations, while the Yokohama Marine Tower will light up in a Pikachu-hue when night falls. According to Polygon, the prior promotional event shown in the video above is to celebrate the seventeenth Pokemon movie, Pokemon the Movie: Diancie and the Cocoon of Destruction, so it’s probably safe to assume that the Minato Mirai outbreak serves the same purpose.
