Google seeks relaxed copyright, export rules for AI edge

Google has submitted a policy proposal in response to the Trump administration’s call for a national “AI Action Plan.”

The company advocates for relaxed copyright restrictions, seeking legal codification of “fair use and text-and-data mining exceptions.” This would allow AI developers to use publicly available data, including copyrighted material, without prior negotiations.

Google also raised concerns about export controls on advanced AI chips, arguing that restrictions could hurt US economic competitiveness.

This contrasts with Microsoft, which has expressed confidence in complying with existing regulations.

The proposal calls for increased investment in domestic AI research, suggesting the release of government datasets for commercial use and funding for early-stage research.

Google also emphasized the need for a unified federal approach to AI regulation, criticizing state-level complexities. It opposes strict liability obligations for AI developers, arguing that deployers should handle risk management.

Google also expressed concerns about AI disclosure requirements in regions like the EU, citing risks to trade secrets and national security.
