US reportedly approve AI chip sales to Saudi-backed Humain
The US reportedly is set to approve the sale of advanced AI chips to Humain, a Saudi Arabian artificial intelligence company.
The approvals are expected as part of a broader AI agreement between the US and Saudi Arabia that could be finalized this week.
Humain, backed by the Saudi government, has needed US clearance for AI chip imports since 2023 due to export controls.
Source said the number of chips approved could reach tens of thousands, though exact figures were not disclosed.
The agreement follows months of negotiations amid US concerns that exported chips could reach China.
Security conditions, including measures related to China, are reportedly part of the deal.
Humain’s CEO previously said the company will not purchase equipment from Chinese tech giant Huawei.

🧠 Food for thought
Implications, context, and why it matters.
Export licenses likely carry strict end-use limits to block chip diversion to China
- Approvals follow the Trump administration’s rollback of the AI Diffusion Rule. Policy returns to country-specific licensing, and Middle East licenses often bar virtual or physical access by firms in or headquartered in China or other arms-embargoed countries 1.
- Bureau of Industry and Security (BIS) asks exporters to vet semiconductor end users. It lists 11 red flags for deals with intermediaries in higher-risk places, and expects safeguards so items are not diverted or made accessible to prohibited users 1.
- The phrase ‘tens of thousands’ fits earlier coverage on Humain securing 18,000 Nvidia GB300 accelerators for up to 500 MW of Saudi data centers. Other reports forecast several hundred thousand chips for the region over multiple years 2
Chip approvals trigger near-term Middle East data center buildouts
- Groq has a pact with Aramco Digital to build what it calls the ‘world’s largest inferencing data center.’ Saudi Arabia also put $1.5 billion into Groq, which speeds local AI plans 3.
- Humain outlined Saudi facilities using Nvidia GB300 chips, plus an AMD deal that spans sites in the US and Saudi Arabia 2. This invites work for colocation operators, power specialists, and firms that handle BIS export control compliance.
- Washington moved from Biden-era worldwide controls to negotiated, country-by-country arrangements 4. With licensing still open across most Gulf states, more approvals in the region could follow, which lets vendors scale beyond Saudi Arabia.
