OpenAI backs Singapore AI push with $234m
Singapore’s Ministry of Digital Development and Information and OpenAI have signed a memorandum of understanding to launch “OpenAI for Singapore,” a multi-year partnership aimed at expanding AI use across the country.
The deal covers three areas: an OpenAI Singapore Applied AI Lab, programs to build local AI talent, and efforts to support startups, small businesses, citizens, and public sector agencies.
OpenAI said in a joint announcement that the partnership includes a commitment of more than S$300 million (US$234 million) for Singapore’s AI ecosystem, marking the company’s first such memorandum with the country.

🧠 Food for thought
Implications, context, and why it matters.
OpenAI adds to Singapore’s decade-long AI push
- Singapore laid the groundwork years ago through its Smart Nation initiative in 2014 and its national AI strategy in 2019 1.
- The government is putting in more money too, with more than S$1 billion (US$782 million) set aside from 2025 to 2030 for public AI research under the National AI Research and Development (NAIRD) Plan, a government program for AI research 2.
- OpenAI joins other global firms building AI hubs in Singapore, including Salesforce, BHP, a global mining company, and Heineken, the brewer, which announced investments in 2025 1.
- Singapore already has a dense network of data centers, which house the computing infrastructure needed to run AI systems and give AI companies the capacity to grow their services 1.
The deal marks a move from model sales to services
- The Applied AI Lab in Singapore fits with OpenAI Deployment Co., OpenAI’s services unit, which launched with an initial investment of more than US$4 billion 3.
- That business sends engineers into client organizations to remake workflows, a setup that looks closer to consulting work than software sales 3.
- The approach puts OpenAI up against AI advisory teams at firms such as Accenture and Deloitte 3.
- The Singapore agreement could become a template for future national partnerships as OpenAI chases a services market where companies spend six dollars on services for every dollar spent on software 3.
