YouTube reviews Indonesia’s under-16 access delay rule

YouTube said it is reviewing Indonesia’s new rule that requires high-risk digital platforms to delay access to accounts for users under 16 after the communications ministry issued Ministerial Regulation No. 9/2026.

The company said will consult with the government to ensure the rule supports parents while preserving access to educational content.

The Kementerian Komunikasi dan Digital (Komdigi) issued the ministerial rule to delay access for under-16 and set a phased implementation beginning March 28, 2026.

Minister Meutya Hafid said that Indonesia is the first non-Western country to adopt an age-based access delay and cited risks such as pornography, cyberbullying, fraud, and addiction.

Komdigi said the rules applies to YouTube, TikTok, Facebook, Instagram, Threads, X, Bigo Live, and Roblox and said enforcement will proceed in stages until platforms comply.
