A White House official said on July 23 that Moonshot AI, a China-based AI startup, accessed Nvidia’s restricted GB300 chips through GB300-equipped servers and remote access in Thailand despite US export controls.

The official also alleged that Moonshot used Anthropic’s Fable to help develop Kimi K3, which it unveiled on July 18.

GB300 is part of Nvidia’s Blackwell line and is barred from export to Chinese companies.

Current rules generally do not stop Chinese firms from remotely accessing advanced graphics processing units in third countries, a gap often called a cloud loophole.

Kimi K3 has 2.8 trillion parameters. But some experts questioned whether access to Fable alone could explain K3’s development timeline, noting that Anthropic made Fable public only on July 1.

The allegations come as Washington weighs tighter curbs on Chinese AI, including the Remote Access Security Act.

Treasury Secretary Scott Bessent said sanctions and Entity List action remained possible, and the Bureau of Industry and Security added 80 entities in March over China-linked AI and advanced computing activities.
