VinFast sets 2026 launch for battery-swap e-scooters in Jakarta

VinFast has announced its entry into Indonesia’s e-scooter market through agreements with local dealers.

The company signed memorandums of understanding with seven partners experienced in vehicle distribution, aiming to establish a network in Jakarta’s Greater Area starting in Q2 2026.

VinFast plans to introduce battery-swapping e-scooters, including models like Evo, Feliz II, Flazz, and Viper, tailored for Indonesia’s climate and urban traffic.

The company intends to expand its dealership and service network nationwide throughout 2026, integrating retail, after-sales, financing, and charging infrastructure with local partners.

This move follows VinFast’s recent focus on international markets, including the Philippines, with plans to expand into India, Thailand, and Malaysia.

Indonesia remains a key market due to its large motorcycle sector and urbanization trends.

🧠 Food for thought

Implications, context, and why it matters.

VinFast is entering a market being pushed by government policy

  • Indonesia has over 126 million mopeds and motorbikes in circulation, giving VinFast a large potential base 1.
  • The Indonesian government set aside about USD 455 million for subsidies. It offers a purchase incentive of about IDR 7 million (about USD 435) per new electric motorcycle 2.
  • TechSci Research puts the value-added tax cut for electric vehicle buyers at 11% down to 1% 2.
  • IMARC Group counts two-wheeled EV sales up 262% in 2023. Units rose to 62,000 from 17,000 in 2022, driven mainly by subsidy programs offering Rp 7 million per vehicle 3.

VinFast’s strategy targets a market dominated by offline dealers and existing battery-swapping networks

  • Partnerships with local dealers match how two-wheelers sell in Indonesia. Offline dealerships handled 84.41% of purchases in 2024 4.
  • Battery swapping already has scale. P&S Intelligence lists Gogoro with Gojek (an Indonesian ride-hailing and delivery platform) and Pertamina (Indonesia’s state-owned energy company) running networks in Jakarta, plus PLN (Perusahaan Listrik Negara, Indonesia’s state-owned electricity utility) operating swap facilities across the country 1. TechSci Research counts over 200 Oyika battery swapping stations, mostly in the Jabodetabek area (Jakarta and its surrounding cities) 2.
  • VinFast’s entry raises pressure on Honda and Yamaha to speed up electrification to protect market share.
  • Commercial fleets may bring bigger volume than personal use. P&S Intelligence expects fast growth as e-commerce delivery expands, with Gojek and Grab delivery fleets as likely drivers of electric two-wheeler conversion 1.
