Vietnam to implement ecommerce law against online trade fraud

Vietnam will implement a new law on ecommerce from July 1, 2026, aimed at addressing online trade fraud and strengthening market regulation.

Authorities reported handling between 120,000 and 190,000 cases of smuggling, trade fraud, and counterfeit goods annually from 2020 to 2025, with trade fraud making up around 79% to 88% of cases.

In Q3 2025, over 31,000 violations were recorded, resulting in VNĐ3.6 trillion (US$136.98 million) collected for the state, and 462 criminal cases initiated.

The new law will introduce stricter requirements for sellers, livestreamers, and platform operators to improve transparency and consumer protection.

Officials highlighted a growing trend of illegal activities shifting to online platforms, including ecommerce sites, social networks, and delivery services.

  •  Regulatory Technology (RegTech) firms and content moderation specialists can sell seller verification Application Programming Interfaces (APIs), AI content screening, and livestream monitoring tools. These products meet the 24-hour removal rule 1 and real-time livestream monitoring duties 2 without costly in-house builds. Targets include Shopee (56% market share) and TikTok Shop (41%) 3. Lazada (3%) plus Tiki fit, along with hundreds of smaller sites racing the July 1, 2026 deadline 3.
