Vietnam to set up national AI development fund

Vietnam will set up a National AI Development Fund in 2026-2027 following a Prime Ministerial decision signed by Deputy Prime Minister Nguyen Chi Dung approving a plan to implement the Law on AI.

The Ministry of Science and Technology will establish the fund.

Under the decision, a National AI Database will be developed and housed at the National Data Center.

The ministry will oversee AI data standards, technical regulations, algorithm models, and related matters, while the Ministry of Public Security will build the data center infrastructure and ensure data security, safety, and source data integration.

AI-related databases managed by ministerial-level and government-affiliated agencies and People’s Committees at all levels will be developed, updated, and uniformly connected to the National AI Database, complying with the National Data Center’s standards and technical regulations.

🧠 Food for thought

Implications, context, and why it matters.

A new legal regime is fueling Vietnam’s AI strategy

  • Vietnam plans to roll out the Law on Artificial Intelligence under a broader set of rules that start January 1, 2026, including the new Cybersecurity Law and Personal Data Protection Law 1.
  • The Cybersecurity Law and Personal Data Protection Law tighten cybersecurity duties and rules for handling personal data. They also set data-localization requirements in some situations, including cases where foreign entities collect or process Vietnamese user data 1.
  • These changes raise pressure to build a National AI Database, which the AI implementation plan places at the National Data Center 2.
  • The Ministry of Public Security oversees data security, safety, and source data integration under the AI plan. It also builds the infrastructure for the National Data Center 2.

A data center boom aims for AI sovereignty

  • The government push for what it calls “AI sovereignty” is drawing large private investment into data center buildouts 3.
  • Create Capital Vietnam and Haimaker.ai plan a joint venture called Vietnam Data Gen (VDG) for a proposed $1 billion AI data center network. Viettel has started work on the 60-megawatt An Khanh Data Center. Abu Dhabi-based G42 plans to invest about $2 billion in a hyperscale AI data center in Ho Chi Minh City 3.
  • Lower construction costs add to the appeal. Vietnam averages $6.9 million per megawatt, below Japan and Singapore 4.
  • Fast expansion still runs into limits, including an unreliable national power grid and too few skilled workers to build and run advanced facilities 4.
