Vietnam orders ecommerce operators to submit 2025 reports
Vietnam’s Ministry of Industry and Trade has requested all operators of ecommerce platforms to submit activity reports for 2025 by January 15.
The requirement applies to merchants, organizations, and individuals running ecommerce websites or apps in the country.
Reports must be filed online at baocao.online.gov.vn, according to guidance from the Vietnam E-Commerce and Digital Economy Agency.
The agency said the reporting process is intended to help compile statistics and evaluate the sector’s development over the past year.
This mandate follows regulations outlined in Decree No. 52/2013/NĐ-CP and its 2021 amendment.
Authorities said that those who fail to comply will be subject to measures in accordance with the law.

🧠 Food for thought
Implications, context, and why it matters.
Legal penalties for non-compliance remain unspecified in official guidance
- January 15 is the deadline for the annual e-commerce activity report. Decree 52/2013/NĐ-CP and Decree 85/2021/NĐ-CP are Vietnamese government decrees on e-commerce. They require filings from merchants, organizations and individuals running websites or apps in Vietnam.
- Vietnam’s Ministry of Industry and Trade with the Vietnam E-Commerce and Digital Economy Agency warn that non-compliance will trigger measures in accordance with the law. The Ministry’s announcement and the portal at baocao.online.gov.vn do not list specific fines, sanctions, or administrative penalties.
- Decree 98/2020/NĐ-CP sets penalties for administrative violations in commerce, counterfeit goods, and consumer protection. The announcement and portal do not name the provisions or amounts tied to missing the annual filing.
- The notices do not explain whether foreign-domiciled operators are covered, or how enforcement would work for companies based outside Vietnam without a local legal entity.
Software firms can streamline a recurring government filing
- The annual e-commerce report is a repeat task for merchants, organizations, individuals who run sites or apps in Vietnam. That creates a steady market for regtech (regulatory technology) and compliance SaaS providers.
- The portal at baocao.online.gov.vn asks users to log in and pick a report type. They then fill a structured form, save it, then submit. That implies a standardized schema (a consistent set of data fields) that third-party tools can pre-populate, validate, or auto-file.
- Vendors need the reporting template, required data fields plus any API or portal integration specs to build products. The online guide explains the steps, yet detailed templates and integration specs are not published in English on the public pages.
- Outsourced filing services plus legal or compliance firms can serve mid-market/enterprise merchants that lack in-house teams. This becomes a narrow, frequent engagement tied to the January deadline each year.
