Vietnam boosts cross-border ecommerce to become export hub
Vietnam is increasing efforts to develop cross-border ecommerce, aiming to position itself as a regional export hub, according to officials at the 2025 Vietnam Online Import-Export Forum held in Hanoi.
The country introduced a national ecommerce development master plan for 2026-30 and enacted a new law on ecommerce on December 10.
The Ministry of Industry and Trade said Vietnam’s total cross-border online import-export turnover was US$4.1 billion in 2024, with online exports estimated to rise 18% to US$2 billion in 2025.
Officials said secure payments, improved logistics, and consumer protection are supporting the sector’s growth.
Vietnam’s retail ecommerce market is projected to reach US$31 billion in 2025, accounting for 10% of total retail sales and ranking third in ASEAN by market size after Indonesia and Thailand.

Vietnam’s new e-commerce rules add seller checks and tax withholding to clean up cross-border trade
- From July 1, 2026, every e-commerce platform must verify seller identities through Vietnam’s national electronic ID system (VNeID) 1. Foreign operators may need an authorized representative or a local entity, depending on their setup 1. The rule targets gaps on counterfeit goods and tax evasion left by Decrees 52/2013 plus 85/2021 2.
- Decree 117/2025 (a government implementing regulation) requires platforms to withhold taxes at source 3. The rate is 1% Value-Added Tax (VAT) and 0.5% personal income tax for goods sold by resident individuals, with higher amounts for services or non-residents 3.
