US VC firm Founders Circle joins Qatar wealth fund’s $1b program

Founders Circle Capital, a US-based VC, has joined the Qatar Investment Authority’s (QIA) US$1 billion fund of funds program, QIA said on December 9, 2025.

As part of the partnership, Founders Circle Capital will open its first international office in Doha, marking its entry into the Middle East and North Africa region.

Founders Circle Capital focuses on growth-stage investments in software, cloud infrastructure, fintech, healthcare, and consumer internet.

The Doha office will serve as the firm’s MENA regional headquarters and will be initially led by co-founder Ken Loveless.

This move makes Founders Circle Capital the seventh VC fund to join QIA’s program, which was first announced in February 2024 to support the local startup ecosystem.

🧠 Food for thought

Implications, context, and why it matters.

QIA’s fund-of-funds lacks clarity on deployment mechanics

  • The $1 billion program has invested over half and counts seven firms as of December 2025 1. Key terms stay hidden 2; commitment size per manager; required local allocation; co-investment rights (the option for QIA to invest alongside managers in startup rounds); deadlines for setting up beyond “clear plans” 2.
  • Without clarity on whether managers must invest 20% or 50% locally or on pro-rata rights (the ability to maintain ownership by investing in later rounds), no one can gauge how much will reach Qatari and Middle East and North Africa (MENA) startups rather than stay in the managers’ global strategies.
  • QIA runs a dual mandate of “good financial performance” and “positive development impact” 3; global VC returns skew to US hubs, so the real metric is how much reaches local startups.

Founders in fintech, cloud, or healthtech can use Qatar’s free zones and customer access

  • Focus areas include software; cloud infrastructure; fintech; healthcare; consumer internet 1. Teams can set up in Qatar Science & Technology Park (QSTP), a free zone with 100% foreign ownership, zero corporate tax on Qatar profits, and duty-free research imports 4. The onshore Qatar Financial Centre (QFC) offers a regulatory platform with a Digital Assets Framework for tokenization (creating digital representations of assets) 5.
  • New registrations hit 836 in 2024, up 156% 5. Startups received QAR 43.8 million plus entrepreneur visas and office space 6.
  • Setting up before future editions of Web Summit Qatar, a major technology conference, helps teams test with a wealthy consumer base 6. That mirrors the “Singapore of the Middle East” model 7 and matches seven global VCs’ commitments to invest in the region and place regional headquarters in Qatar 1.
