Vatican leader warns of emotional manipulation by AI chatbots

Pope Leo XIV has expressed concerns about the emotional influence of AI chatbots, warning that overly affectionate virtual companions could affect human decision-making and creativity.

In a message ahead of the Catholic Church’s World Day of Social Communications, he called for regulation to prevent people from forming deep emotional bonds with AI, which could distort their personal and emotional lives.

The pope highlighted the challenge of distinguishing between human and AI interactions online, emphasizing the potential for chatbots to manipulate emotional states.

He also urged governments and international organizations to establish rules to protect individuals from misleading or manipulative content generated by AI systems.

Additionally, Leo emphasized the importance of clear distinctions between AI-created and human-created content, advocating for protections around authorship and ownership.

He raised concerns about the concentration of AI development among a few companies, warning of their influence over behavior and information.

Implications, context, and why it matters.

Government action is taking shape, but details and attribution need tightening

  • The pope’s call for “appropriate regulation” is being turned into legal and financial risk for AI companion and chatbot developers, depending on how probes and new laws move forward.
  • In the US, orders under Section 6(b) of the FTC Act have been issued by the Federal Trade Commission to seven companies. Information has been sought on consumer-facing AI chatbots that portray companionship or emotional connection, including how they are designed, deployed, monitored, and handled for children and teenagers 1.
  • In New York, a law has been enacted that Bloomberg Law described as the first US law requiring safeguards for AI companions. Civil penalties of up to $15,000 per day and injunctive relief can be sought by the New York attorney general 2.
  • In the EU, the EU AI Act is described as requiring providers to design systems so synthetic audio, video, text, and image content is marked in a machine-readable format and detectable as artificially generated or manipulated. Full labelling requirements are described as taking effect in August 2026 3.

Content authenticity tools are being pitched as infrastructure for provenance and labelling

  • For tech operators and investors, the pope’s call for “clear distinctions” between human-created and AI-generated content opens a business-to-business (B2B) market.
  • Toolmakers can sell products that help social media platforms, news publishers, and other distributors meet new rules through open standards like the Coalition for Content Provenance and Authenticity (C2PA) 4.
  • These tools work like a “nutrition label” for digital content through Content Credentials. They can pair with Google DeepMind’s SynthID, which embeds imperceptible watermarks into media 5.
  • This adds another layer to the tech stack. The AI watermarking market was estimated at $579.8 million in 2024 and is projected to reach $3.1 billion by 2034 6.
