Vanguard speeds up Singapore chip plant construction

Taiwanese chipmaker Vanguard International Semiconductor is speeding up the construction of its 12-inch fabrication plant in Singapore.

The decision is driven by geopolitical risks and growing demand for chip production outside China.

The facility, a joint venture with European chipmaker NXP Semiconductors (VSMC), is on schedule and slightly ahead of plan, with mass production set to begin in 2027.

Chairman Leuh Fang noted that some customers have placed urgent orders due to US tariffs. However, he cautioned that uncertainties may still impact full-year demand.

Currently, Vanguard exports less than 1% of its chips directly to the US.

🧠 Food for thought

1️⃣ Geographic diversification accelerates as semiconductor’s “OOC/OOT” trend takes hold

Vanguard’s decision to speed up its Singapore fab construction represents a broader industry movement known as “Out of China, Out of Taiwan” (OOC/OOT), where chipmakers are strategically relocating production to mitigate geopolitical risks 1.

This trend is creating a bifurcated semiconductor supply chain split between China’s domestic ecosystem and a non-China network, as manufacturers respond to increasing U.S.-China tensions and tariffs 1.

Taiwanese foundries are specifically projected to significantly increase their overseas capacity share by 2027, with countries like Malaysia, Vietnam, and Singapore emerging as key beneficiaries of this manufacturing migration 1.

The urgency of Vanguard’s customers placing orders due to U.S. tariffs demonstrates how trade policies are directly influencing supply chain decisions and accelerating this geographic redistribution.

2️⃣ Singapore emerges as strategic semiconductor hub amid geopolitical tensions

Singapore is positioning itself as a critical node in the evolving semiconductor landscape, with Vanguard’s $7.8 billion joint venture with NXP Semiconductors representing a significant vote of confidence in the country’s manufacturing ecosystem 2.

The city-state’s appeal stems from its political stability, strong intellectual property protections, and strategic position between East and West, making it attractive for companies seeking to serve global markets while minimizing geopolitical risks 3.

Vanguard’s decision to build its most advanced 12-inch wafer plant in Singapore specifically aims to capture increasing demand for automotive chips, reflecting the growing importance of specialized semiconductor manufacturing capacity 3.
