US universities adopt 700,000 ChatGPT licenses for students, staff
OpenAI has secured deals with about 35 US public universities, selling more than 700,000 ChatGPT licenses for students and faculty.
The California State University system agreed to pay US$15 million annually for ChatGPT access for about 500,000 people.
Arizona State University purchased licenses for all students and staff, with almost 10,000 students and 6,400 employees using the new licenses by late November.
ChatGPT was used over 14 million times in September across 20 campuses, averaging 176 uses per user that month.
Universities cited cheaper pricing from OpenAI compared to competitors, with ChatGPT costing around US$2.50 per user per month, while Microsoft’s Copilot was quoted at US$30 per user.
Many universities had previously restricted or banned ChatGPT but are now setting guidelines as AI tools become more widespread.
Some educators remain cautious, noting the actual impact of AI on learning is still unclear, with studies ongoing at institutions like Bowdoin College.

🧠 Food for thought
Implications, context, and why it matters.
Public university contracts put per-user ChatGPT EDU pricing low; CSU deal implies about $1.90/user/month
- OpenAI’s ChatGPT and its education-focused version (ChatGPT EDU) cost about $2.50 per user each month, compared with Microsoft’s Copilot at $30, which makes campus-wide use affordable for public institutions.
- The California State University (CSU) Chancellor’s Office paid $16.9 million for an 18-month systemwide agreement. With 500,000 licenses, that is about $1.90 per user each month 12.
- Documents from San Francisco State University say an 18-month ChatGPT EDU contract runs through July 2026 3. CSU paperwork describes a similar 18-month systemwide agreement with an option to extend 1. The University of California (UC) system set a 3-year term with two 1-year renewal options 4.
Learning Management System (LMS) integrations match top platforms by enrollment (Canvas, D2L, Blackboard)
- More than 700,000 ChatGPT licenses sit across 35 US public universities. Schools want integrations with Instructure’s Canvas and Blackboard Learn. They need D2L (short for Desire2Learn) Brightspace that handles Single Sign-On (SSO), usage analytics, and assignment submission workflows.
- D2L Brightspace has overtaken Moodle (an open-source LMS) for third place in US higher education 5. By enrollment, Canvas holds 50%, D2L 20%, and Blackboard 12% in North America 6.
- Schools care about compliance and accessibility. ChatGPT EDU carries SOC 2 Type 2 certification (an external audit of security and privacy controls) 1. The UC contract requires WCAG 2.1 AA (Web Content Accessibility Guidelines) compliance within 12 months 4.
