US firm seeks $300m to buy Nvidia chips for Chinese platform: sources

PaleBlueDot AI, a Silicon Valley-based AI firm, is seeking a loan of about US$300 million to buy Nvidia chips for use in Japan by Chinese social media platform Xiaohongshu, sources told Bloomberg.

The chips would be deployed in a Tokyo data center, with Xiaohongshu, also known as Red Note, as the end user, according to people familiar with the matter.

JP Morgan has been involved in preparing marketing materials for potential lenders but may not join the deal, the sources said.

The discussions have been ongoing for at least three months, and it is unclear if the deal will proceed.

A PaleBlueDot AI spokesperson said the information was “factually incorrect” but did not provide details.

JP Morgan declined to comment, while Nvidia and Xiaohongshu did not respond to requests for comment.

  • PaleBlueDot AI plans a Tokyo Nvidia deployment for Xiaohongshu 1. On January 15, 2025 BIS set license requirements for advanced integrated circuits and related items, covering Export Control Classification Number (ECCN) 3A090.a 1. • Whether serving a PRC‑headquartered end-user from Japan counts as an export to China is unclear 1. BIS issued a red flag on unlicensed exports of AI model weights when a U.S. subsidiary of an entity not based in a close U.S. ally uses Infrastructure as a Service (IaaS) 1. On January 13, 2025 it expanded extraterritorial controls to foreign-produced advanced computing items that are direct products of U.S. technology, which now need licenses for shipment within any country 1.

GPU lessors and cloud providers face opportunities in compliance infrastructure

  • SoftBank adopted NVIDIA Blackwell for Japan’s most powerful AI supercomputers, including the world’s first DGX SuperPOD with DGX B200 systems; GMO Internet Group will launch GMO GPU Cloud with H200 GPUs; SAKURA internet plans to grow from 2,000 to nearly 4,000 NVIDIA Hopper GPUs, targeting about 10,800 GPUs 2.
  • Nvidia H100 on-demand rates fell from $8.00 to $2.85 to $3.50 3. Fintech firms and compliance vendors can build Know Your Customer (KYC) plus export control tools for GPU lessors 4. BIS leans on KYC by cloud providers, since some Chinese entities hide their location or identity 4.
