US alleges Alibaba aids Chinese military, but firm denies it
A White House national security memo alleges that Alibaba is providing technical support to the Chinese military for operations targeting the US, based on intelligence shared with the Financial Times.
The memo claims Alibaba supplies the PLA with capabilities seen as a security threat and gives the Chinese government and PLA access to customer data, including IP addresses, Wi-Fi details, payment records, and AI-related services.
It also says employees shared knowledge of undisclosed software vulnerabilities.
The Financial Times could not independently verify these claims.
Alibaba rejected the allegations, calling them “complete nonsense.”
US officials have raised ongoing concerns about Chinese tech companies’ potential ties to the PLA.
The memo comes as some US lawmakers push to restrict Chinese companies’ access to American markets and follows a recent US-China agreement to pause new trade curbs for one year.

🧠 Food for thought
Implications, context, and why it matters.
The memo’s impact hinges on whether DoD formally lists Alibaba under Section 1260H
- The swing factor is whether the U.S. Department of Defense (DoD) lists Alibaba under Section 1260H, a designation for firms tied to China’s military 1.
- A listing would dent Alibaba’s reputation and set up future limits. It brings few near-term constraints, since Section 1260H does not bar U.S. business with listed firms 2.
- Bigger trouble would follow if Alibaba lands on the U.S. Department of the Treasury’s Non-SDN Chinese Military-Industrial Complex (NS-CMIC) investment ban list, which restricts U.S. investments, or on the U.S. Department of Commerce’s Entity List, which limits exports and tech transfers 2.
- DoD procurement bans start in June 2026 for prime contracts, then in June 2027 for subcontracts and lower-tier suppliers, barring contracts with listed entities and subsidiaries 1. Hesai Technology, a Chinese lidar maker, has successfully challenged designations. DJI, a drone maker, is contesting its listing in court 2.
Cloud migration vendors can target Alibaba Cloud’s disclosed customer base
- U.S.-China tensions create openings for migrations off Alibaba Cloud for Amazon Web Services (AWS), Microsoft Azure (Azure), and Google Cloud.
- Alibaba Cloud posts hundreds of customer case studies 34. The roster includes Genting SkyWorlds, a Malaysia theme park. GCash, a Philippines fintech and mobile wallet, is listed.
- Migration firms can mine Alibaba case studies to build prospect lists. Pitch de-risking around data sovereignty, which ensures data stays within specific jurisdictions and legal regimes, plus compliance with possible U.S. limits and supply chain continuity.
