UK reportedly pushes Anthropic expansion during US tensions

The Financial Times, citing people familiar with the matter, reported that Britain is trying to get Anthropic to expand in the UK with proposals that include a larger London office and a dual stock listing as the government seeks to capitalize on a fight between the startup and the US Defense Department.

The FT said Prime Minister Keir Starmer’s office has backed the work by the Department of Science, Innovation and Technology, and officials plan to present it to CEO Dario Amodei when he visits in late May.

The dispute follows the US government blacklisting Anthropic as a national security supply chain risk after it refused to let the military use Claude for surveillance or autonomous weapons, and a US judge has temporarily blocked that move while a second lawsuit is pending.

🧠 Food for thought

Implications, context, and why it matters.

The UK’s push to bring Anthropic in fits into a multi-billion pound AI plan

  • The UK’s outreach to Anthropic ties to the “AI Opportunities Action Plan,” which aims to roll out AI across public services and industry 1.
  • Private money props up the effort, with US firms including Microsoft, NVIDIA, Google, OpenAI, and CoreWeave pledging a combined 31 billion pounds (US$41.1 billion) for UK AI infrastructure 2.
  • Regulators are leaning into a “pro-growth and pro-innovation” approach, with more room for sector-by-sector rules than the European Union’s EU AI Act 3.
  • Anthropic also stood out as a likely partner, since CEO Dario Amodei publicly praised the UK plan as a “bold approach” 1.

An AI company’s ethics stance turns into leverage between governments

  • The dispute pulls Anthropic’s AI safety rules into the middle of international bargaining.
  • The US government moved to blacklist Anthropic after the company drew red lines on fully autonomous weapons and mass domestic surveillance, which gives other countries such as the UK a chance to court a top AI lab 4.
  • The clash tests whether an AI firm can gain from safety guardrails, while rivals like OpenAI and Google weigh government work against internal limits 5.
  • Money is also on the line, since OpenAI announced a deal for classified settings hours after US Defense Secretary Pete Hegseth named Anthropic a supply-chain risk 6.
