UK AI minister criticizes OpenAI for pausing Stargate project
Britain’s AI minister Kanishka Narayan said in London that OpenAI paused its Stargate UK data center project amid well-publicized financing pressures and a broader investment pullback.
He disputed suggestions that the move was due to any recent change in UK energy prices or regulation.
“Since that commitment, there has been no change in energy prices at that site,” he said.
Narayan said OpenAI is scaling back investments after previously committing over US$1 trillion to AI chips and data centers.
OpenAI said last week it was waiting for better conditions on regulation and power costs, while Microsoft had agreed to rent capacity at a Norway site that had been intended for OpenAI.
The move is a setback for the UK government’s AI investment plans, and copyright remains a sticking point because AI companies must get permission to use copyrighted works for training, with officials yet to outline new rules.

🧠 Food for thought
Implications, context, and why it matters.
OpenAI paused UK plans while stepping back from leasing data centers itself
- UK negotiations echo Norway, where OpenAI dropped plans to rent computing capacity from a Narvik data center campus once branded “Stargate Norway” 1.
- Narvik was slated to be a 230-megawatt campus inside the Arctic Circle. Microsoft plans to rent additional Nvidia Vera Rubin chips there through Nscale 2.
- Microsoft widened its agreement with Nscale, a U.K. AI cloud company developing the Narvik campus. Microsoft will take the capacity OpenAI planned to rent 2.
- Microsoft will lease and manage the Narvik capacity from Nscale rather than OpenAI 3.
The AI buildout is spawning specialized infrastructure firms
- The Norway deal involved Nscale, described as a “neocloud provider” that builds or leases AI-focused computing infrastructure then rents that capacity to customers 3.
- This setup can suit hyperscalers like Microsoft, very large cloud providers that run global computing platforms, since they can lock in power and chip access 4.
- It also forms a chain where AI labs depend on cloud giants. Those giants rely on neocloud providers plus chipmakers like Nvidia 3.
- As more AI infrastructure concentrates among a few companies, competition may tighten over time. The effects go beyond the UK government’s immediate setback.
