TSMC plant sparks groundwater concerns

Residents in Kumamoto, Japan, have raised concerns about groundwater usage and contamination after the first year of operations at TSMC’s plant in Kikuyo.

The world’s largest contract chipmaker began full-scale production in December 2024 and is building a second plant nearby, set to start in late 2027.

The first plant draws up to 7,500 metric tons of groundwater daily, with combined water needs projected to reach 8 million metric tons a year.

TSMC’s local unit, JASM, said about 75% of the water used is recycled and wastewater treatment exceeds legal requirements.

However, residents remain worried about groundwater depletion and contamination from PFAS, which are not regulated in Japan.

Prefectural tests have found PFAS levels below US and German drinking water standards, and officials said monitoring will continue.

Groundwater capacity may not support dual-plant demand without recharge trade-offs

  • TSMC’s Plant 1 uses 7,500 metric tons a day (2.7 million a year). Plant 2 lifts total use toward 8 million metric tons a year, which could strain Kumamoto’s aquifer that supplies city drinking water 1.
  • Upstream rice paddies feed the aquifer. Since 2004, subsidized water ponding has added about 13.7 million cubic meters of recharge each year, while earlier urbanization cut paddy area and lowered groundwater levels 1.

Water utilities and semiconductor suppliers can secure contracts by offering PFAS compliance ahead of Japan’s 2025 to 2026 rules

  • Japan set a combined 0.00005 mg/L limit for Perfluorooctane Sulfonate (PFOS) plus Perfluorooctanoic Acid (PFOA) in mineral water on June 30, 2025, with sell‑through until March 31, 2026, and aligned tap water to the same threshold on April 1, 2026 3.
  • Prefectures that monitor PFAS will need advanced filtration and real‑time monitoring to meet tap water rules 4. Demand will rise for activated carbon, ion exchange, or membrane systems with sub‑ng/L detection 4.
  • Semiconductor fabs (chip fabrication plants) near Kikuyo that handle fluorinated chemistries face scrutiny to prevent PFAS releases. Onsite treatment and third‑party audits can verify compliance under the Chemical Substances Control Law (CSCL) 5. Vendors that bundle PFAS testing, treatment, and reporting into turnkey packages can win work as rules expand. CSCL bans on specified PFAS started January 10, 2025, and drinking water limits turn enforceable in 2026 5.
