TSMC to open European chip design center in Germany

Taiwan Semiconductor Manufacturing Co (TSMC) will open a chip design center in Munich by Q3 2025.

The Munich Design center will support European clients in designing advanced and efficient chips.

These chips will serve automotive, industrial, AI, and Internet of Things (IoT) applications.

TSMC is also partnering with Infineon, NXP, and Bosch to build a factory in Dresden.

🧠 Food for thought

1️⃣ Europe’s semiconductor ambitions gain momentum through strategic partnerships

TSMC’s planned Munich design center represents a significant step in Europe’s broader semiconductor strategy to reduce its dependence on external suppliers.

The European Union has mobilized €43 billion through its Chips Act specifically to boost semiconductor production and innovation across the region 1.

Nine European countries have formed the Semicon Coalition to enhance cooperation in the semiconductor sector, reflecting a coordinated continental approach to strengthening the industry 2.

Europe currently holds less than 10% of global semiconductor production capacity, with the EU aiming to double its global market share by 2030 through these initiatives 3.

TSMC’s investment complements existing partnerships with European companies like Infineon, NXP, and Bosch, with whom TSMC is already collaborating on a new manufacturing plant in Dresden called European Semiconductor Manufacturing Company 4.

2️⃣ TSMC’s design center signals evolution from pure manufacturing to integrated services

The Munich design center represents a significant evolution in TSMC’s business model, which has traditionally focused on manufacturing rather than design services.

Founded in 1987 as the world’s first dedicated semiconductor foundry, TSMC pioneered the “pure-play foundry” model that separated chip design from manufacturing 5.

TSMC established its Open Innovation Platform (OIP) in 2006 to enhance collaboration with design partners, marking its first major step toward integrating design services with manufacturing expertise 6.
