Talks involve Steve Witkoff, US special envoy to the Middle East, and MGX, an investment entity linked to UAE leadership.

Discussions began under the Biden administration, stalled, and were revived during the Trump administration.

The cost of the UAE project is unclear, and groundbreaking could take years.

Some US officials are concerned the expansion could divert resources from TSMC’s Arizona facility or pose risks if Gulf region politics shift.
