TSMC, Bavaria to set up new AI chip R&D center
The Bavarian State Government in Germany is partnering with Taiwan Semiconductor Manufacturing Company (TSMC) to set up an AI chip research and development center at the Technical University of Munich.
The Munich Advanced Technology Center for High-tech AI Chips (MACHT-AI) will focus on developing customizable AI chips and training local semiconductor talent.
Professor Hussam Amrouch will lead the center, which will receive technical support from TSMC.
Students and researchers will be trained in semiconductor processes, such as FinFET transistors.
The center is funded by the Bavarian State Ministry of Science and the Arts and the Bavarian State Ministry of Economic Affairs, Regional Development, and Energy, with a budget of around 4.5 million euros (US$4.95 million).

🧠 Food for thought
1️⃣ Dominant foundry leverages partnerships to address geopolitical supply chain risks
TSMC’s decision to establish research partnerships in Europe reflects the strategic moves of a company controlling nearly 60% of the global foundry market 2.
As the largest dedicated chip foundry, TSMC manufactures chips for major clients like Apple and AMD, making its geographic expansion particularly significant for global supply chains 2.
The semiconductor industry currently faces challenges related to geopolitical tensions, with companies exploring onshoring and friendshoring strategies to mitigate supply chain risks 2.
This 4.5 million euro investment in Germany represents a relatively modest but strategically important step for TSMC to build relationships and capabilities outside its traditional Asian manufacturing base 1.
By partnering with Technical University of Munich rather than establishing full manufacturing facilities, TSMC can strengthen European ties while maintaining its core production advantages in Taiwan.
2️⃣ Semiconductor talent shortage drives industry-academic partnerships
The MACHT-AI center directly addresses Europe’s acknowledged shortage of professionals in AI chip design, a gap that constrains the region’s semiconductor capabilities 1.
The semiconductor industry is characterized by rapid technological advancements and significant R&D investments, making skilled talent development crucial for competitiveness 2.
