Trump proposes 100% tariff on foreign-made films

US President Donald Trump announced a 100% tariff on films produced outside the country. He cited the decline of the domestic movie industry and claimed foreign incentives were drawing American filmmakers away.

In a post on Truth Social, Trump called the situation a “national security threat” and said the Department of Commerce would begin implementing tariffs immediately.

Commerce Secretary Howard Lutnick confirmed the move with a brief post on X: “We’re on it.” However, no enforcement details were provided.

FilmLA reports a nearly 40% drop in Los Angeles film production over the past decade, citing tax breaks abroad, wildfires, and strikes.

Experts like William Reinsch warned of global retaliation. “The retaliation will kill our industry,” he said.

🧠 Food for thought

1️⃣ Hollywood’s geographical shift follows historical pattern of industry evolution

The American film industry has experienced multiple transformative challenges throughout its history, with today’s production exodus representing the latest chapter in this evolution.

Weekly movie attendance has seen dramatic shifts over decades, peaking at over 80 million during Hollywood’s Golden Age (1930-1945) before declining to 40 million by 1960 as television emerged as a competing entertainment medium 1.

This pattern of disruption began with television’s rapid adoption, as TV sets in American homes grew from just 10,000 in 1941 to over 12 million by 1951, forcing studios to adapt their business models 2.

The industry faced another structural challenge in 1948 when the Supreme Court’s Paramount decision forced studios to divest their theater chains, fundamentally altering Hollywood’s vertically integrated business model 3.

Today’s 40% decline in Los Angeles film production over the past decade represents a continuation of this historical pattern of industry transformation rather than an unprecedented crisis 4.

Despite these challenges, the American film industry remains substantial, with $14.54 billion in production spending reported in recent figures, though this represents a 26% year-over-year decline 5.

2️⃣ Global incentive competition has reshaped production economics

The flight of productions from Hollywood results from a sophisticated global competition where countries strategically use financial incentives to capture portions of the $248 billion global content production market 6.
