🧠 Food for thought
Implications, context, and why it matters.
What a “deal” might include
- Trump sounds upbeat, echoing US treasury secretary Scott Bessent’s October line about a “framework” for Trump-Xi talks 1. Beijing vice premier He Lifeng said they reached “a basic consensus”, then must finalize details and complete domestic approvals 1.
- Past Geneva statements listed 90-day tariff pauses and 10% rates 2. The current framework gives no public detail on Section 301 of the Trade Act tariffs on $370 billion in Chinese goods 3. Some items run up to 100% 3. It also gives no clarity on rare earth export controls set for December 1, key for electronics and clean energy 1.
- Bessent expects Chinese buys of US farm goods 1. Importers or exporters must guess on Q1 2026 inventory, pricing.
Software firms can win tariff-scenario work now
- Importers using 164 product-specific exclusions (narrow tariff exemptions) extended through November 29, 2025 4 face pricing choices if those lapse or if the 10% base reciprocal tariff (a mutually applied baseline rate) 2 shifts. Landed cost software that models total cost across 10%, 25%, 100% scenarios can help procurement secure contracts before hikes. Total cost covers duties, freight, insurance.
- Supply chain platforms with tariff-scenario routing can compare total landed costs for sourcing from China versus Malaysia, Cambodia, or Thailand with reciprocal trade announcements 5. Importers of electronics or machinery confront stacked tariffs under Section 301, Section 232 (national security tariffs on metals, related products), plus the International Emergency Economic Powers Act (IEEPA) 6.
- Fintech firms offer first-sale-for-export tools (declaring customs value from the earliest sale in a multi-tier supply chain) 3 that help importers seek refunds on tariffs paid under the current framework. That pitch acts as a hedge while the 90-day suspension clock from past agreements winds down 2.
