Trump may ease AI chip curbs on some Gulf countries

President Donald Trump indicated that the United States may soon relax restrictions on exporting advanced microchips to specific Gulf nations.

He said, “We might be doing that, yeah,” and mentioned that an official announcement would follow shortly.

These restrictions were imposed during the Biden administration to limit the export of American AI chips to the Middle East.

They were enacted due to concerns that these semiconductors could be diverted to China and enhance its military capabilities.

Trump’s comments come ahead of his planned diplomatic trip to the Middle East, which includes visits to Saudi Arabia and two other countries.

🧠 Food for thought

1️⃣ Export restrictions have imposed significant costs on US semiconductor companies

The Biden administration’s export controls have created measurable financial impacts on US chip companies that Trump’s new policy may aim to address.

The Federal Reserve Bank of New York documented significant declines in revenue, profitability, and employment among affected US semiconductor firms following the implementation of export controls 1.

These restrictions have been particularly damaging as China accounted for 22.2% of Nvidia’s revenue and US firms collectively represented 53.4% of the Chinese semiconductor market in 2022 21.

Companies like Nvidia and AMD have faced substantial challenges as export restrictions affected specific AI chips like Nvidia’s A800 and H800, which were specifically designed to comply with prior regulations but were later restricted 2.

The financial impact extends beyond immediate sales, with US chip firms experiencing a “chilling effect” that deterred them from forming new commercial relationships both with Chinese firms and other international partners 1.

2️⃣ Gulf nations have become strategic players in the US-China tech competition

The potential easing of chip export restrictions to Gulf countries reflects their growing importance in the global AI landscape.

Saudi Arabia and the UAE in particular have been heavily investing in AI capabilities as part of their economic diversification strategies, raising their profile in the global semiconductor supply chain 3.
