US Treasury Chief, China vice premier to meet on trade, TikTok

United States Treasury Secretary Scott Bessent will meet Chinese Vice Premier He Lifeng and other senior officials next week in Madrid to discuss trade, economic, and national security issues.

The talks will also address the status of TikTok, the Chinese-owned social media platform, and joint efforts to combat money laundering.

These meetings are part of Bessent’s trip to Spain and the UK from September 12 to 18, 2025.

Bessent is also scheduled to meet with government counterparts in Madrid and London, and will later join President Donald Trump for his official state visit with Britain’s King Charles.

🧠 Food for thought

Implications, context, and why it matters.

Regular diplomatic engagement continues despite broader strategic rivalry

  • The upcoming Madrid meeting represents the fourth major face-to-face discussion between Bessent and He Lifeng this year, demonstrating intensive diplomatic engagement even as US-China economic competition has become “a defining feature of U.S. foreign policy since 2017”1.
  • This frequency of high-level economic dialogue contrasts with the broader strategic rivalry between the two nations, which experts compare to the historical “Great Game” between Britain and Russia, involving competition across “economic, technological, and military domains”2.
  • The sustained diplomatic calendar suggests both countries recognize the need for direct communication channels to manage their complex economic relationship, particularly given that both are “the largest global economies” with “intertwined” economic systems1.

Trade truce extensions reveal tactical approach to managing tensions

  • The 90-day tariff pause extension agreed in Stockholm and approved by Trump until early November shows both countries using temporary agreements to buy time while navigating broader strategic competition.
  • This approach reflects the complexity of managing economic relations when “conceptual differences between U.S. and Chinese economic policies complicate effective policymaking”1.
  • The inclusion of TikTok discussions in these trade talks demonstrates how technology and social media platforms have become integral to broader economic negotiations, reflecting the reality that “economic competition focuses on sectors like 5G technology, AI, and control over supply chains”2.
