TikTok to build $9.1b data center in Brazil’s Ceara
Construction of a TikTok data center in Brazil is set to begin in six months, according to Mines and Energy Minister Alexandre Silveira.
The planned facility will be located at the Pecem port complex in the northeastern state of Ceara.
The project is a joint initiative between ByteDance, the China-based parent company of TikTok, and Brazilian wind farm developer Casa dos Ventos.
Officials estimate the investment will reach around 50 billion reais (US$9.1 billion).
In May, Casa dos Ventos said it secured two key approvals for a 300-megawatt data center at the site.

🧠 Food for thought
Implications, context, and why it matters.
Brazil data center tax timing for TikTok project
- REDATA starts on January 1, 2026 1. It suspends Import Tax (II), Tax on Industrialized Products (IPI), and PIS/Cofins on qualifying Information and Communications Technology (ICT) imports 1. The TikTok site at Pecém won approval in June 2025, and in October 2025 Brazil’s mines and energy minister set a six month start, after REDATA takes effect 2.
- REDATA requires 100% clean energy and Water Usage Effectiveness (WUE) at or below 0.05 L/kWh 1. It also mandates 2% Research and Development (R&D) spend, with a 20% cut in Northeast regions like Ceará 1. Casa dos Ventos plans closed-loop liquid cooling 2. A Microsoft study found such systems can cut data center water use by 31–52% 2. WUE values and R&D pledges for this project remain unverified.
- The PIS/Cofins and IPI breaks end on December 31, 2026 3. That leaves about 12 months before planned operations in January 2027 2. The provisional measure also limits incentives for goods made in the Manaus Free Trade Zone (Zona Franca de Manaus, ZFM), which could shape equipment sourcing 1.
Cloud giants and colocation firms can tap Brazil’s clean energy for low latency workloads
- Brazil’s grid operator is the National System Operator (Operador Nacional do Sistema Elétrico, ONS) 4. It first denied the Casa dos Ventos plan over stability then cleared it, which signals tight transmission 4. Builders of multi hundred megawatt sites should lock grid interconnection deals early in the Northeast, where Casa dos Ventos has 30 gigawatts in development 4.
- REDATA sets a 10% domestic capacity reservation for customers based in Brazil 1. Large cloud platforms can seek better terms by serving local buyers, which may unlock tax perks for Brazilian providers and enterprises.
- Casa dos Ventos moved from pure wind generation into data center work 5. Renewable developers may partner with operators as offtakers through long term contracts. Firms like Amazon Web Services (AWS), Microsoft, or Oracle could copy this model to secure clean power and sites in industrial zones such as Pecém.
