TikTok restores US service after Oracle data center outage
TikTok has announced that its services are now restored after experiencing outages last week, which affected users in the US.
The company cited the disruption to a winter storm that caused a power outage at an Oracle-operated data center responsible for TikTok’s US operations.
The outage impacted core features such as content posting, discovery, and real-time video metrics.
During the outage, users reported issues like slow load times, posting failures, and viewing zero views on posts.

🧠 Food for thought
Implications, context, and why it matters.
The outage puts Oracle’s high-risk, high-reward TikTok role on display
- Oracle does more than host TikTok’s U.S. operations in an Oracle-run data center. It also oversees the app’s algorithms and content safeguards to meet U.S. regulatory requirements 1.
- TikTok has become an important customer, bringing in an estimated $800 million a year, about 5% of Oracle Cloud Infrastructure fiscal 2025 revenue. Morningstar says Oracle needs that cash for capital expenditures 2.
- A winter-storm power failure disrupted TikTok’s core features, exposing Oracle’s operational risk. It came days after the new ownership structure launched, as daily U.S. app deletions jumped nearly 150% after TikTok’s updated U.S. privacy policy tied to that structure, Sensor Tower (a mobile app analytics firm) told CNBC 3.
- The glitch also fed political censorship fears after reports linked Oracle co-founder Larry Ellison to the new ownership structure and to President Trump as a longtime ally 4.
The deal creates a playbook for ‘data nationalism’ without resolving underlying security concerns
- The ownership shift offers a template for foreign platforms. U.S. user data, apps, and the algorithm sit under a majority American-owned entity with safeguards meant to meet U.S. national security requirements 5.
- ByteDance no longer holds a majority stake, yet it keeps 20% ownership. The U.S. entity licenses the recommendation algorithm under the new setup 6.
- That approach may push other global apps toward country-specific operations. Analysts still warn about the risk of subtle algorithmic manipulation 6.
- TikTok says the joint venture’s safeguards also cover other ByteDance properties in the U.S., including CapCut and Lemon8 5.
