TikTok names ex-Boeing executive as US public policy chief
TikTok has appointed Ziad Ojakli, a former government affairs executive at Boeing, Ford, and SoftBank, as its new head of public policy for the Americas, effective on December 1, 2025.
The leadership change comes as TikTok’s parent, ByteDance, moves to sell about 80% of its US assets to a group of US and global investors to comply with a 2024 US law addressing national security concerns.
Michael Beckerman, the current public policy chief, has announced plans to move into a global adviser role.

🧠 Food for thought
Implications, context, and why it matters.
Algorithm decides divestiture or theater
- An Oracle/Silver Lake (a technology-focused private‑equity firm) would leave ByteDance under 20% 1. That setup fits Executive Order 14352, the White House directive that sets conditions for divestitures involving foreign‑adversary control 2. The issue is if TikTok’s algorithm, built and maintained in China 3, shifts to US control.
- The order requires the joint venture to run algorithms, code, and content moderation 2. China’s export rules block transfer of the core engine, and TikTok said a sale with the algorithm was not feasible 1. The Supreme Court upheld the law as targeting foreign‑adversary control 4. Deals that leave a de facto hold over algorithm with ByteDance, via licensing or dependencies, would stall at the Committee on Foreign Investment in the United States (CFIUS) and draw questions from Representative Moolenaar and Senator Markey 2.
Vendors can time TikTok’s rebuild
- If a sale moves ahead, TikTok US must finish Project Texas, TikTok’s effort to route and protect US user data on Oracle infrastructure 5. That means migration of US data to Oracle Cloud 5 and blocked Beijing staff access 5. US partners must add intense monitoring of software updates, algorithms, and data flows 2.
- Vendors see demand for data residency tools, algorithm audits under Executive Order 14352 2, plus cross‑border access limits and CFIUS filings. Watch hiring at TikTok’s US Data Security subsidiary (a ring‑fenced unit designed to safeguard US user data) and Oracle’s inspection capabilities 5, with a hearing next year to trigger Requests for Proposals.
