TikTok introduces footnotes feature like X’s community notes

TikTok is testing a new feature called “Footnotes” in the United States, the company announced on April 16, 2025.

This feature enables users to add context and information to platform content, similar to the “Community Notes” feature used by other social media platforms.

Adam Presser, TikTok’s head of operations and trust and safety, said in a blog post that the feature aims to enhance content reliability and provide access to authoritative sources.

US users can apply to become “Footnotes” contributors if they are at least 18 years old, have maintained an account for more than six months, and have no recent violations of community guidelines.

🧠 Food for thought

1️⃣ Platform-wide shift to crowd-sourced moderation reflects declining trust in social media

TikTok’s “Footnotes” represents the latest adoption of user-driven fact-checking across major platforms, following similar features from X and Meta.

This industry-wide shift comes as research shows increasing user skepticism about content reliability, with a Pew Research study of 10,287 adults revealing significant distrust in social media news accuracy 1.

The timing is notable, as platforms face eroding consumer trust in content and influencer promotions 2.

By implementing crowd-sourced context tools, platforms are essentially outsourcing some editorial responsibility to users, acknowledging both the scale of content moderation challenges and the credibility crisis facing tech companies.

TikTok’s approach mirrors the participatory principles seen in effective community engagement models, which emphasize stakeholder involvement and co-learning to build trust 3.

2️⃣ TikTok’s content moderation strategy unfolds amid existential regulatory pressure

The “Footnotes” launch comes as TikTok faces a legal mandate to divest from ByteDance by January 2025, highlighting how content credibility has become intertwined with the platform’s survival strategy.

This feature rollout represents part of TikTok’s broader effort to address U.S. lawmaker concerns, which extend beyond content moderation to data privacy and national security 4.

User surveys indicate TikTok has already faced trust challenges, with many expressing concerns about data privacy, particularly regarding potential information sharing with the Chinese government 5.
