Thailand inspects Worldcoin-linked site over unlicensed operations

Thai authorities have inspeced a site linked to World, formerly known as Worldcoin, over alleged unlicensed digital asset operations.

The project, led by OpenAI CEO Sam Altman, uses iris-scanning devices called “orbs” to verify users in exchange for its WLD token.

The Thai SEC and Cyber Crime Investigation Bureau said the operator provided exchange-related services without authorization.

A suspect was arrested and faces charges under Thailand’s digital asset laws.

Thailand requires any entity offering digital asset services, including token distribution or exchanges, to be licensed by the Ministry of Finance and registered with the SEC.

World said it only operates where legally permitted and limits WLD eligibility by geography, age, and other factors.

Regulators in Germany, Kenya, Brazil, and Indonesia have raised similar concerns over privacy and licensing.

The project continues to face scrutiny over its biometric data practices and compliance with local laws.

🧠 Food for thought

Implications, context, and why it matters.

Thailand inspect raises licensing and scope questions in biometric crypto

  • Thailand enforced the Emergency Decree on Digital Asset Businesses 1. The Ministry of Finance licenses only operating an exchange or brokering or dealing on one’s own account, while World’s iris scan flow with WLD rewards drew claims of unlicensed exchange work 1.
  • The SEC widened licensing in 2020 to cover fund managers plus advisory work, and in 2025 will add custody providers with a rule for overseas operators that serve Thai users 23. Biometric rewards are not listed, so operators face risk of 2 to 5 years in prison and fines of THB 200k to 500k plus daily THB 10k if the flow is deemed regulated 13.

RegTech and identity vendors can meet demand for biometric compliance toolkits across the Association of Southeast Asian Nations (ASEAN)

  • Enforcement is tightening in Thailand, Indonesia, and other ASEAN markets. Web3 (blockchain-based internet applications) and AI firms that use biometric data face gaps on consent plus storage 4. Cross border flows plus breach reporting add more friction as rules differ across Asia 4.
  • Fragmented rules create demand for RegTech that helps teams navigate many frameworks at once 4. Providers can ship ASEAN specific modules plus privacy by design toolkits that cover Thai and Indonesian privacy laws, for crypto platforms and enterprises that use biometric authentication 4. The EU AI Act uses a risk based approach that now shapes regional rules, while Singapore’s Model AI Governance Framework plus Thailand’s AI Ethics Guidelines favor localized expertise 5.
