Tether hires ex-White House crypto chief as US advisor
Tether has named Bo Hines, a former executive director of the White House Crypto Council during the Trump administration, as its strategic adviser for US operations.
The company said Hines will help guide its US market entry and advise on engagement with policymakers and industry players.
This move comes as Tether prepares to comply with new federal stablecoin regulations under the GENIUS Act.
Hines previously led the President’s Council of Advisers on Digital Assets and was involved in shaping US cryptocurrency policy.
Tether CEO Paolo Ardoino said Hines’ experience with legislative processes and blockchain use cases will support the company’s expansion in the US.

🧠 Food for thought
1️⃣ Tether shifts toward proactive regulatory engagement after years of scrutiny
Hines’ appointment signals Tether’s strategic pivot from reactive compliance to proactive regulatory relationship-building, following years of legal challenges.
The company previously faced a $41 million fine for misleading users about its asset reserves and admitted in 2019 that only 74% of its USDT tokens were fully backed by cash and cash equivalents 12.
Tether’s New York Attorney General lawsuit and ongoing scrutiny over reserve transparency created significant regulatory headwinds that the company now appears determined to address through experienced political leadership 1.
By hiring someone who shaped crypto policy under the Trump administration, Tether is positioning itself for the changing regulatory landscape, particularly as it plans to launch a domestic dollar-backed stablecoin under new federal stablecoin laws.
The company has already invested nearly $5 billion in the U.S. economy, demonstrating its commitment to establishing legitimate operations rather than operating from regulatory gray areas 3.
2️⃣ Market leader adopts compliance-focused competitor’s playbook
Despite controlling 69% of the global stablecoin market, Tether is now mimicking the regulatory compliance strategy that has made Circle’s USDC attractive to institutional investors 4.
Circle has consistently positioned itself as the compliance-focused alternative to Tether, conducting regular audits and maintaining simpler reserve mechanisms that appeal to institutions seeking regulatory certainty 2.
