Tesla to expand robotaxis in Arizona, challenging Waymo

Tesla has applied for permission to test and operate its autonomous Robotaxi vehicles in Phoenix, Arizona, according to the state’s Department of Transportation.

The application includes plans for operations with and without human safety drivers.

A decision is expected by the end of July.

This move follows Tesla’s Robotaxi testing in Austin, Texas, which began in June using Model Y SUVs with the latest autonomous systems.

These vehicles are remotely monitored and have a human safety supervisor in the front passenger seat.

Waymo, a subsidiary of Alphabet, has been running a driverless robotaxi service in Phoenix since 2020.

Tesla’s entry into Arizona puts it in closer competition with Waymo. While Waymo uses lidar and multiple sensors, Tesla relies mainly on cameras.

Tesla is also seeking approvals to launch Robotaxis in the San Francisco Bay Area.

While Arizona subsequently improved oversight, the state has maintained its autonomous-friendly approach, as demonstrated by Waymo’s successful 2020 public launch in Phoenix, making it an attractive but scrutinized target for Tesla 3.

Tesla faces the challenge of building public trust in a location where autonomous vehicles have already experienced both tragedy and success, requiring careful navigation of both regulatory requirements and community sentiment.

The competitive dynamics are particularly significant as Tesla would be directly challenging Waymo on its home turf, where Waymo has built operational experience since 2020 with a different technical approach (lidar and cameras versus Tesla’s camera-only system).
