Tesla registers AI voice assistant in China

Shanghai authorities said on April 21 that Tesla had filed its generative AI voice assistant with China’s cyberspace regulator, a step required for AI services in the country.

The feature was one of 158 AI products and functions that have completed the filing process in Shanghai as China tightens oversight of fast-growing AI tools.

The registration comes as Tesla seeks to maintain its market share in China’s auto market, where its Full Self-Driving system is still awaiting approval.

Meanwhile, local EV makers are adding more AI features, and Tesla plans to use voice controls from DeepSeek and ByteDance’s Doubao in China.

🧠 Food for thought

Implications, context, and why it matters.

Tesla’s AI filing looks required more than optional

  • Tesla is using local AI models in China instead of xAI’s Grok, the chatbot from Elon Musk’s AI company xAI that Tesla uses in the US. It uses DeepSeek for AI voice chat and ByteDance’s Doubao for voice commands such as navigation and climate control 1.
  • The shift answers pressure in China, where Tesla’s in-cabin software has trailed rivals such as BYD and Zhejiang Geely Holding Group, the Chinese automaker behind brands including Geely and Volvo. Those companies already use AI to make in-car interaction smoother 2.
  • The filing sits within a required review system run by the Cyberspace Administration of China (CAC), China’s main internet regulator. By the end of 2024, the CAC had cleared 302 generative AI services, and added AI features can register through local CAC offices 3.

Shanghai is becoming Tesla’s model for scaling robotics hardware

  • The filing also helps Tesla hold ground in a region tied to its longer-term AI and robotics plans 4.
  • Tesla’s Shanghai factory sits at the center of its Optimus plan, with a stated target to build 1 million humanoid robots a year from the site 5.
  • A Tesla executive called the Shanghai operation a “golden key” for solving large-scale humanoid robot production. Following China’s AI rules also helps protect a hub that delivered 851,000 vehicles in 2025 and matters to Tesla’s future beyond cars 4.
