Tencent Cloud, Tencent’s cloud computing arm, said on July 16 that Tencent SkillHub launched SkillPay, a platform that lets providers monetize skills used by AI agents.

It links skill distribution, agent use, and payment.

Tencent Cloud said SkillPay links skill providers with AI agents that use those skills and ties usage to payment.

Within Tencent’s AI agent tools, SkillHub is separate from the build agents platform that Tencent offers for enterprise agent creation, workflows, and multi-agent systems.

The launch comes as China’s AI public cloud market grew 55% to 19.6 billion yuan (US$2.9 billion) in 2024, with Baidu and Alibaba leading, and Tencent and Huawei following.

Public generative AI services offered through such platforms in mainland China are also subject to rules effective August 15, 2023, covering data sources, personal information, user agreements, and content controls.
