Taiwan to launch sovereign wealth fund
Taiwan’s President Lai Ching-te announced plans to create a sovereign wealth fund (SWF) during his one-year anniversary speech on May 20, 2025.
The fund aims to enhance foreign investments and strengthen Taiwan’s global economic ties.
The proposed SWF would act as a national investment platform.
It seeks to integrate government leadership with private sector resources to increase Taiwan’s international presence, particularly in the AI sector.
The government plans to draft legislation to formalize the establishment of this fund, which will focus on assisting local businesses in expanding abroad.

🧠 Food for thought
1️⃣ Taiwan joins the sovereign wealth fund race amid global expansion
Taiwan’s move to establish a sovereign wealth fund comes at a time when these state-owned investment vehicles have grown dramatically on the world stage.
Global sovereign wealth funds now manage a staggering $11.3 trillion in assets, representing a tenfold increase over the past decade alone 1.
The timing is noteworthy as Taiwan enters a field where regional competitors have long-established positions. China controls nearly $3 trillion across three of the world’s ten largest sovereign funds, while neighboring Singapore has positioned GIC and Temasek as influential global investors 2, 3.
Taiwan’s late entry means it will need to carve out a distinct strategy in an increasingly crowded landscape where SWFs executed a record $257.5 billion in investments across 743 deals in 2022 alone 1.
President Lai’s announcement signals Taiwan’s recognition that sovereign wealth funds have become essential tools for economic positioning, with 42% of global SWF assets concentrated in the Middle East and North Africa, followed by Asia at 34% 3.
2️⃣ Beyond financial returns: SWFs as tools for stability and development
Taiwan’s sovereign wealth fund announcement reflects a global trend of nations using these vehicles to achieve broader strategic goals beyond pure investment returns.
The Trinidad and Tobago case study demonstrates how effectively managed SWFs can deliver significant economic benefits. Their fund contributed an estimated $5,104.57 increase in real per capita GDP annually and provided crucial fiscal stabilization during the 2015 energy price crash 4.
