Taiwan forms alliance to boost 6G backed by $838m plan

Over 50 Taiwanese companies have formed the Taiwan NextGen Communications Alliance to focus on 6G and satellite communications, supported by a six-year NT$27 billion (US$838 million) plan.

The alliance includes telecom operators, satellite developers, chipmakers, system integrators, AI firms, and more than 30 experts.

Chunghwa Telecom chairman Chien Chih-cheng, who leads the group, said the project will prioritize local development of satellite equipment and user terminals to reduce dependence on imports from the US and South Korea.

The alliance set up four committees for policy, tech, and industry–academia coordination.

Shortly after launching, the group facilitated meetings between the Philippine Space Agency and 10 Taiwanese firms to discuss potential collaboration.

🧠 Food for thought

Implications, context, and why it matters.

NT$27 billion plan lacks benchmarks

  • A six-year plan aims to lift ground equipment output from NT$244.1 billion in 2024 to NT$320 billion by 2030, a 31% jump, and targets at least three global satellite firms while raising local content to 80% 1.
  • Public materials lack a 6G/NTN (Non-Terrestrial Networks) roadmap with milestones or 3rd Generation Partnership Project (3GPP) alignment dates 1234. Without spectrum timelines or a budget breakdown, sizing NT$27 billion against South Korea; Japan; the EU; the US; and China is hard 1234.
  • Taiwan’s first Low Earth Orbit (LEO) satellite is slated for 2027, with six in all 1. Public filings omit technical standard adoption dates or validation environment specs, which makes it hard to gauge feasibility or the risk of slippage 134.

Testing and certification openings

  • SGS Taiwan is the first lab in Taiwan with IoT-NTN verification capability and in 2024 became the first to secure IoT-NTN radio frequency (RF) verification qualification under 3GPP TS 36.521-4 56, hinting at a capacity gap as Taiwan targets 80% local content 1.
  • Localization of satellite gear plus user terminals lifts demand for 3GPP/European Telecommunications Standards Institute (ETSI) conformance rigs and over-the-air (OTA) systems that handle Doppler shift (frequency change due to relative motion) plus protocol platforms from Rohde & Schwarz or Anritsu 78.
  • Certification bodies can add labs in Taiwan for NTN device testing across RF, Radio Resource Management (RRM) plus protocol conformance, as local device and terminal firms grow 8.
