South Korea’s 2027 R&D to focus on AI, biotech, quantum

South Korea’s Ministry of Science and ICT announced its 2027 national R&D plan in Seoul, highlighting AI, advanced biotechnology, and quantum technologies as top priorities.

Park In-kyu, vice minister, said next year’s spending will focus on applying AI to drive national innovation and deliver benefits to the public.

Through the K-Moonshot Project, the government aims to combine AI with cutting-edge research to tackle 12 national missions across eight key sectors.

Significant funding will also target quantum technologies and advanced biotechnology as areas where Korea seeks stronger global competitiveness.

The government will expand region-led autonomous R&D programs and introduce new funding models to support youth entrepreneurship and help startups and small and medium-sized enterprises (SMEs) scale.

  • The national R&D plan fits within the “K-Science” effort, which promotes a distinct Korean research identity. It draws on history and local conditions, including Joseon Dynasty astronomical records such as a supernova record from the 1600s that can support international astronomy research 1.
  • The cultural drive comes with more money. The government’s total R&D budget for 2025 rose 11.8% to KRW 29.7 trillion 2.
  • South Korea’s Ministry of Science and ICT (MSIT) named three 2027 priorities, which are AI, advanced biotechnology, and quantum technologies 3.
  • The 2027 direction continues a shift from a “catch-up” model to a “pioneering” R&D system built to lead globally 2.

A structural overhaul of Korean innovation puts startups more explicitly in the mix

  • The policy goes beyond allocating funds. It tries to reshape Korea’s innovation system to support long-term research with higher uncertainty.
  • Government-funded research institutes will phase out the Project-Based System. University “block funding” (large, flexible funding pools given to institutions rather than tied to specific projects) is under review to strengthen institutional research capabilities 4.
  • The plan opens space for smaller firms. It says startups will take part in R&D for strategic technologies where large corporations have low participation, including nuclear fusion (a potential future energy source that attempts to generate power by fusing atoms), to help those startups scale up 1.
  • Korea is also pushing outward. It participates in Horizon Europe (the European Union’s flagship research and innovation funding program) and it is increasing funds for international cooperation, including in AI and quantum technologies 2.
