South Korea, US to hold tariff talks in Washington

South Korea and the US will hold trade discussions in Washington this week, as confirmed by South Korea’s trade ministry.

The talks, initiated by the US, will take place alongside the spring meetings of the International Monetary Fund and World Bank.

South Korea’s finance minister Choi Sang-mok and trade minister Ahn Duk-geun are expected to meet with US Trade Representative Jamieson Greer and Rreasury Secretary Scott Bessent.

A key focus for South Korea is the 25% tariff imposed by the US during President Donald Trump’s administration, which has been temporarily suspended.

Trade Minister Ahn is scheduled to leave for Washington on April 23.

🧠 Food for thought

1️⃣ The auto sector remains central to US-Korean trade tensions

The automotive industry has consistently dominated trade disputes between the US and South Korea since the original KORUS FTA negotiations.

The auto sector alone represents over 70% of America’s trade deficit with South Korea, creating persistent pressure points in the relationship 1.

Previous KORUS FTA amendments specifically targeted automotive trade, with renegotiations in 2010 and again in 2017-2018 focusing on increasing US auto exports to Korea 2.

The current 25% proposed tariff would primarily impact South Korean automakers like Hyundai and Kia, which have become substantial exporters to the American market 3.

This demonstrates how sector-specific imbalances, rather than overall trade volumes, often drive trade policy decisions and tariff threats.

2️⃣ South Korea’s economic resilience relies on strategic adaptation

South Korea’s response to tariff threats shows a sophisticated, multi-pronged economic defense strategy refined through previous trade tensions.

The Bank of Korea has maintained its interest rate at 2.75% specifically to stabilize the won, which had reached a 16-year low against the dollar amid tariff uncertainties 3.

Simultaneously, the government drafted a targeted 12 trillion won ($8.45 billion) supplementary budget to bolster its semiconductor industry, protecting a critical export sector 3.

South Korean officials are actively preparing negotiation positions, developing strategic item lists for discussions while seeking to leverage the existing KORUS FTA framework that limits new tariffs 4.

This approach reflects South Korea’s experience navigating trade pressures, having successfully managed previous KORUS FTA renegotiations that have allowed bilateral trade to expand nearly 70% over the past decade 5.
