South Korea urges SK Telecom to waive fees after data breach
The South Korean Ministry of Science and ICT has requested that SK Telecom waive cancellation fees for customers who wish to leave the network after a significant data breach.
This incident in April affected the personal information of around 23 million users, nearly half of the country’s population.
According to a ministry report released on July 4, 2025 a clause in SK Telecom’s user agreement may allow affected customers to exit their contracts without penalties.
The breach has also triggered a government investigation into the matter.

🧠 Food for thought
1️⃣ South Korea’s telecom sector shows a recurring pattern of massive data breaches
The latest SK Telecom breach affecting 23 million users is part of a concerning trend in South Korea’s telecommunications history.
In 2011, SK Communications experienced a breach affecting 35 million Cyworld and Nate users, representing approximately 73% of South Korea’s population at that time 1.
Another major incident in 2014 compromised 27 million South Koreans’ personal data, approximately 70% of the population, highlighting the country’s ongoing vulnerability to large-scale breaches 2.
The recurring nature of these breaches suggests systemic cybersecurity challenges in South Korea’s telecommunications infrastructure despite previous incidents prompting calls for improved security measures.
Government investigations consistently reveal similar attack patterns. In the recent case, authorities found 28 servers infected with 33 different malware variants, indicating sophisticated, persistent threats targeting Korean telecom providers 3.
2️⃣ Quantifying the business cost of data breaches in telecommunications
The SK Telecom breach triggered a historic customer exodus, with nearly one million users switching carriers in May 2025 alone, a 77% increase compared to typical monthly churn rates 4.
This massive customer migration represents a concrete financial impact, with CEO Ryu Young-sang estimating potential losses of 7 trillion won ($5.1 billion) over three years from declining revenue and waived cancellation fees.
The company’s customer acquisition efforts collapsed following the breach, with SK Telecom gaining only about 10,000 new customers from competitors during this period, significantly below their normal performance 4.
