South Korea urges SK Telecom to waive fees after data breach

The South Korean Ministry of Science and ICT has requested that SK Telecom waive cancellation fees for customers who wish to leave the network after a significant data breach.

This incident in April affected the personal information of around 23 million users, nearly half of the country’s population.

According to a ministry report released on July 4, 2025 a clause in SK Telecom’s user agreement may allow affected customers to exit their contracts without penalties.

The breach has also triggered a government investigation into the matter.

The recurring nature of these breaches suggests systemic cybersecurity challenges in South Korea’s telecommunications infrastructure despite previous incidents prompting calls for improved security measures.

Government investigations consistently reveal similar attack patterns. In the recent case, authorities found 28 servers infected with 33 different malware variants, indicating sophisticated, persistent threats targeting Korean telecom providers 3.

2️⃣ Quantifying the business cost of data breaches in telecommunications

The SK Telecom breach triggered a historic customer exodus, with nearly one million users switching carriers in May 2025 alone, a 77% increase compared to typical monthly churn rates 4.

This massive customer migration represents a concrete financial impact, with CEO Ryu Young-sang estimating potential losses of 7 trillion won ($5.1 billion) over three years from declining revenue and waived cancellation fees.
