South Korea unveils $478m for AI-driven manufacturing

South Korea’s government will allocate 700 billion won (US$478 million) in 2026 to support projects for the AI transformation of the manufacturing sector.

The initiative includes developing on-device AI chips, expanding AI-powered factories, and increasing exports of AI factories.

The Manufacturing AX (M.AX) Alliance, a government-led alliance of about 1,300 major manufacturing and AI companies including Hyundai Motor Group, LG Electronics, and Samsung Electronics.

Planned investments include at least 100 billion won (US$68,34 million) by 2030 to build an AI database for manufacturing, and 700 billion won (US$478 million) by 2032 to develop customized AI models for AI factories, and AI robots.

The alliance also aims to release a test product of on-device AI chips for automobiles, robots, and home appliances by 2028, and develop 10 types of AI semiconductors by 2030.

🧠 Food for thought

Implications, context, and why it matters.

Korea’s 700 billion won plan lacks clarity

  • The plan sets aside 700 billion won for 2026, yet the split across on-device chip work plus AI factory builds and export support is unknown.
  • Terms such as grants or loans are undecided, and eligibility beyond 1,300 Manufacturing AX (M.AX) Alliance companies is unclear.
  • MOTIE Request for Proposals (RFP) dates, matching-fund ratios, and Key Performance Indicators (KPI) such as target AI factory count are missing.
  • EU InvestAI plans a €20 billion facility with 17% from the Commission, 17% from member states plus 66% from industry, targeting four to five gigafactories with a call in early 2026.
  • Targets include 100 billion won for databases by 2030, 700 billion won for AI models by 2032, and 10 chip types by 2030.
  • The 2026 budget lacks a disbursement timetable and milestone gates.

Non-Korean edge AI and industrial software can access Korean supply chains through M.AX partnerships

  • Foreign vendors of edge AI toolchains (software stacks for running AI on devices) plus machine vision and chip IP (intellectual property building blocks used in chip design) can partner with M.AX manufacturers to bid on MOTIE projects for AI factories or on-device chips.
  • Track Korea’s procurement portals and MOTIE notices for RFP calendars, eligibility terms, and consortium rules.
  • Software integrators with manufacturing execution systems (software for factory-floor control and monitoring) or AI deployment can target Korea’s database and custom AI model projects by engaging with Hyundai Motor Group, Samsung Electronics, or LG Electronics.
