South Korea to launch $412m fund for AI, tech
South Korea’s government will launch a fund of 600 billion won (US$412 million), to channel more loans to companies in AI and other high-tech sectors.
The Financial Services Commission said the fund will be offered through banks and brokerages from May 22 to June 11, to support firms in AI, rechargeable batteries, hydrogen, biotechnology, and related fields.
The fund will be structured so the government absorbs more of any investment losses, while imposing some limits on investor gains.

🧠 Food for thought
Implications, context, and why it matters.
South Korea’s tech fund opens strategic investing to retail buyers
- The 600 billion won (US$412 million) tranche is the first yearly slice of a 3 trillion won (US$2.04 billion) program in the National Growth Fund. It aims to bring in individual investors through eligible accounts instead of limiting access to institutions 1.
- The retail program sits inside the 150 trillion won (US$102 billion) National Growth Fund, a five-year government effort to support 12 strategic industries, including AI and semiconductors 2.
- The government will cover the first 20% of losses before individual investors face a hit to principal 2.
- Investors also get tax breaks, including income deductions of up to 40% and a 9.9% tax on dividends, down from the standard 15.4% rate 1.
The program is part of a wider funding drive for AI and chip firms
- The fund pools retail money in a fund-of-funds structure, meaning a fund that invests across several subfunds run by selected asset managers. It also backs semiconductors, biotechnology, and other next-generation sectors 2.
- It has made a first direct investment of 250 billion won (US$170 million) in Rebellions, a South Korean AI chip startup, under the government-backed K-Nvidia initiative, a national effort to build a domestic AI chip champion 3, 4.
- It also approved 560 billion won (US$381 million) for Upstage, a South Korean AI software company. Another plan includes a 400 billion won (US$272 million) equity investment for an AI computing center in South Jeolla Province, a region in southwestern South Korea 5.
- South Korea is pairing public money with industrial planning, while about US$600 billion in AI spending in the US comes from company rivalry and investor pressure rather than a single national strategy 6.
