South Korea to invest $488m for manufacturing AI expansion

South Korea plans to invest over 700 billion won (US$487.7 million) this year to expand its manufacturing AI efforts through the M.AX Alliance, led by the Ministry of Trade, Industry, and Resources.

Since its launch in September 2025 with 1,013 members, the alliance has grown to include more than 1,300 companies, including major firms like Samsung Electronics, HD Hyundai Heavy Industries, and LG Electronics.

Early results show AI-driven process improvements, such as a 20% efficiency increase at GS Caltex and a 12.5% reduction in welding time at HD Hyundai Heavy Industries.

The government will invest 1 trillion won (US$696.7 million) over five years in the K-On-Device AI Semiconductor Technology Development project to develop AI chips for sectors like autonomous vehicles, humanoids, and home appliances.

Additionally, regional efforts will establish 13 manufacturing AI demonstration complexes nationwide to promote local industrial growth and competitiveness.

🧠 Food for thought

Implications, context, and why it matters.

Korea’s AI push is a defense against China’s manufacturing dominance

  • The investment treats AI as a tool for industrial survival.
  • Government officials describe the initiative as a response to Korea slipping behind China, and one minister said Korea is now in a “catch-up position” 1.
  • Only 32.4% of Korean manufacturers say they are technologically ahead of Chinese competitors, down from nearly 90% in 2010 1.
  • The plan targets more than 100 trillion won ($72 billion) in added value by 2030, tying the effort to future economic growth 2.

A new playbook for industrial policy is being written in real time

  • The strategy links state-backed financing with industrial policy goals.
  • The Korea Development Bank’s National Growth Fund and the Ministry of Trade, Industry, and Resources-led M.AX Alliance are connected through a memorandum of understanding between KDB and the Korea Institute for Advancement of Technology (the M.AX Alliance secretariat), meant to link policy finance with industrial AI priorities 3.
  • The approach gives startups access to high-quality manufacturing data plus semiconductor foundry capacity (factories that make chips for other companies), two hurdles that often block smaller tech firms 4, 5.
  • The government sets long-range targets such as mass-producing humanoid robots by 2029, which creates clearer demand for private investment over the next decade 2.
