South Korea submits roadmap to approve spot crypto ETFs
South Korea’s Financial Services Commission (FSC) has submitted a roadmap to approve local spot cryptocurrency exchange-traded funds (ETFs) to the Presidential Committee on Policy Planning.
The FSC now supports launching spot crypto ETFs by late 2025, reversing its earlier stance due to past concerns over financial risks.
The roadmap also includes lifting the ban on Korean won-based stablecoins, a move aligned with President Lee Jae Myung’s push to reduce capital outflows.
The FSC clarified the roadmap is still under review and plans phased crypto access for institutional investors as part of broader market liberalization.

🧠 Food for thought
1️⃣ South Korea’s crypto policy shift follows global competitive pressure
South Korea’s potential approval of spot crypto ETFs comes after the United States approved similar products in January 2024, which attracted over $44.2 billion in inflows throughout the year 1.
This regulatory shift represents a significant reversal for South Korea’s Financial Services Commission, which had previously banned these financial products citing risks to financial stability.
The pressure to approve crypto ETFs intensifies as neighboring financial hubs position themselves competitively, with Australia and Hong Kong both pursuing similar regulatory frameworks 2.
Financial analysts have observed that U.S. approvals are creating momentum for a domino effect across Asian markets, with jurisdictions competing to retain investment capital that might otherwise flow to more crypto-friendly regions 3.
This reflects a broader trend where national regulators must balance traditional financial stability concerns against the risk of capital flight to more accommodating jurisdictions.
2️⃣ Youth economic concerns drive Korea’s political crypto embrace
President Lee Jae-myung’s crypto-friendly agenda targets approximately 15 million South Korean crypto investors, with policies specifically designed to appeal to younger voters facing economic challenges 4.
South Korea has one of the world’s most active crypto markets despite its relatively small population, with citizens holding around 104 trillion won ($75.7 billion) worth of cryptocurrencies by the end of last year according to FSC data.
The popularity of cryptocurrency among South Korean youth stems partially from high unemployment rates and uncertainties about the national pension system, driving them toward alternative investment options 5.
