South Korea mandates face recognition for new smartphones

South Korea will require face recognition for new smartphone activations starting December 23, according to local reports.

The rule applies to all new users buying smartphones from SK Telecom, KT, LG Uplus, and low-cost mobile carriers in the country.

Buyers must verify their identity with a photo taken through the PASS authentication app, in addition to presenting an identification card.

Authorities say the measure aims to reduce crimes like voice phishing and smishing, which often involve phones registered with stolen or fake IDs.

After a pilot program involving 43 low-cost carriers and the three major operators, authorities plan to extend mandatory face recognition to all low-cost carriers starting March 23, 2026.

Officials and telecom companies said facial data will only be used for identity verification and will not be stored for other purposes.
