South Korea to launch $687m on-device AI chip project

South Korea will launch a 1 trillion-won (US$687.8 million) project next month to develop AI semiconductors for on-device apps, according to the industry ministry.

The government and private firms will invest over five years to produce about 10 AI chips for use in self-driving cars, smart appliances, and humanoid robots.

The project seeks to reduce local reliance on foreign AI chipmakers and improve access to foundries for fabless companies.

🧠 Food for thought

Implications, context, and why it matters.

This project fits into South Korea’s larger national chip plan

  • The 1 trillion-won effort sits within the “AI Era Semiconductor Development Strategy,” which targets 700 trillion won in total spending by 2047 and includes 10 new semiconductor fabrication plants 1.
  • Other budget tracks cover next-generation work, including 1.27 trillion won over five years for AI-optimized semiconductors 1 plus 360.6 billion won by 2031 for advanced packaging technologies 1.
  • The government wants an industry less dependent on memory chips, so it is pushing growth in system semiconductors, chips that handle computing and control rather than storage, and the fabless ecosystem 1.

Korea is aiming for an AI chip ecosystem rather than a one-off grant

  • The program forms “dream teams” that bring chip designers and software firms together with end users like Hyundai Motor Group and LG Electronics from day one 2.
  • The setup is meant to move designs through testing, installation, and mass production for on-device uses in automotive, smart appliances, and robotics 2.
  • Outside the government track, private funding has also flowed into AI and fabless startups, including DEEPX which said it raised $80.5 million in a 2024 Series C round 3.
  • If it works, this approach could produce new global contenders in specialized AI hardware and spread supply beyond today’s leading suppliers.
