South Korea deploys AI to crack down on unfair crypto trades
South Korea’s Financial Supervisory Service (FSS) announced plans to upgrade its trading analysis platform, VISTA, using AI to identify unfair crypto trades.
The system currently analyzes large data sets and visualizes trading patterns to support investigations.
Last December, the FSS added high-performance servers with CPUs and GPUs to facilitate AI algorithm development.
The new AI tools aim to automatically detect suspected manipulation by analyzing transaction data in detailed segments, from seconds to months, to identify abnormal trading indicators.
The FSS intends to expand these AI features gradually through 2026 to improve early detection and response to unfair virtual asset transactions.
A budget of 170 million won (US$117,300) has been allocated for server upgrades to enhance platform performance.

🧠 Food for thought
Implications, context, and why it matters.
This AI upgrade underpins enforcement of South Korea’s virtual-asset market rules
- The Financial Supervisory Service (FSS) built the AI upgrade to enforce the Act on the Protection of Virtual Asset Users, in force since July 2024 1.
- The law requires virtual asset service providers (VASPs) (including crypto exchanges and custodians) to run systems that flag suspicious transactions. VASPs must promptly report suspicious trading to the FSS, which supplies data for monitoring and investigations 1.
- The AI tools aim to spot suspected unfair trading, including price manipulation and use of material nonpublic information. The enforcement decree to the Act treats this conduct as unfair trading activity 2.
- Penalties can be steep under the enforcement decree. When unfairly gained profits reach 5 billion won or more, the decree describes criminal punishment ranging from at least five years in prison to life imprisonment 2.
Korea’s use of AI in crypto market surveillance fits a wider shift toward tech-based oversight
- South Korea uses AI for market surveillance through VISTA, moving toward earlier detection instead of relying only on after-the-fact complaints.
- The rollout can raise expectations for crypto exchanges and other VASPs, since the new regime already requires continuous suspicious-transaction monitoring 1.
- The work sits alongside other efforts to encourage tech use in finance, including the Financial Services Commission’s regulatory sandbox programme launched in August 2024. The programme lets financial institutions use generative AI under controlled conditions 3.
- The approach lets regulators enforce market rules while guiding how new technology enters finance, which could serve as a template for other jurisdictions.
